Strongsville City Council is set to vote Monday, Nov. 2, on a $133.9 million spending plan for 2027 and two new tax increment financing districts.

The regular meeting begins at 7:30 p.m. at the Mike Kalinich Sr. City Council Chamber, 18688 Royalton Road, according to the city's meeting agenda. Committee caucuses start at 7:20 p.m.

Dog park donation

The Strongsville Chamber of Commerce has donated $25,000 for the Strongsville Community Dog Park on Lunn Road. Resolution 2026-102, sponsored by Mayor Tom Perciak and all seven council members, would formally accept the money.

The Recreation and Community Services Committee will discuss the resolution during caucus before the full council vote.

Two new TIF districts

Council will consider two ordinances creating 30-year tax increment financing (TIF) districts. Under a TIF, the increase in a property's assessed value after development is exempt from regular property taxes. The property owner instead makes service payments that fund public improvements such as roads, sewers and utilities near the site.

Ordinance 2026-103 would create a Foltz Parkway TIF covering one parcel. The agenda lists the parcel under the name Coreno Contractor. Eligible public improvements include work on Foltz Parkway, Drake Road, Prospect Road, Boston Road, Pearl Road and Royalton Road, along with water, sewer, stormwater and utility projects.

Ordinance 2026-104 would create a Marks Road TIF covering three parcels. Two of those parcels are listed under the name The Villas at Marks Landing, and one under Lawn Busters Landscaping. The ordinance notes that council rezoned one of the parcels on June 15 from General Industrial-A to Townhouse-Cluster to allow a developer to build approximately 25 for-rent townhomes.

Both TIF ordinances are declared emergency measures. They would take effect immediately if approved by at least two-thirds of council's seven members. Under both ordinances, the Strongsville City School District and Polaris Career Center would continue to receive service payments equal to the property taxes they would have collected without the exemption.

2027 budget

Ordinance 2026-105, sponsored by Mayor Perciak, would appropriate $133,977,844 for city expenses in 2027. The total breaks down to $48,890,055 in personal services, $64,987,789 in other expenses and $20,100,000 in transfers and advances.

The Finance Committee will review the budget ordinance, along with the two TIF measures, during caucus.

Planning Commission reappointment

Council is also scheduled to confirm Mayor Perciak's reappointment of Greg McDonald to a four-year term on the Planning Commission, effective Nov. 30 and expiring Nov. 29, 2030.

The seven council members are Jim Carbone, Tom Clark, James A. Kaminski, Kelly Kosek, Ann Roff, Gordon Short and Anthony Zacharyasz Jr.
